Statewide Active Transportation Count Database (SATDB) and Count Guidance
The Statewide Active Transportation Count Database (SATDB) will be a statewide pedestrian and bicycle count database and one‐stop repository for active transportation count data for California. System tools will allow users to easily upload data, and view, query, and download bicycle and pedestrian count volumes, including those specific to Active Transportation Program (ATP) projects. Manual and automated counter formats will be able to upload into the database.
Alongside the SATDB, standardized guidance for collecting bicycle and pedestrian count data across the state will be developed. The guide will include methodology to determine project level counts for ATP projects.

Active Transportation Benefit‐Cost Tool 2.0
The current benefit-cost (B/C) tool (https://activetravelbenefits.ucdavis.edu/) will be updated to improve the accuracy and usability. This includes improvements to allow both project-specific and program-wide evaluation. The tool was built for the specific purpose of Active Transportation Program (ATP) project comparison, but also serves as a tool for cities and counties to use to compare projects within their specific jurisdictions, and the California Transportation Commission (CTC) for program-wide evaluation. This project will test the validity of the tool, improve the calculations, monetize them, and provide added tool functionality.
Counts PLUS – ATP Performance Measures
The ATRC is exploring optional Active Transportation Program (ATP) performance measures to more comprehensively capture benefits generated by projects. These new performance measures are called “Counts PLUS,” and are designed to synthesize project-level benefits and easily communicate the impact of ATP-funded projects. The ATRC is currently piloting the new performance measures with select ATP grant recipients of Cycle 6 and earlier.
